Emmanuel Phillips of Cy Springs High School in Cypress, Texas, has made an oral commitment to play football for Mark Mangino at Kansas University, according to rivals.com.
Phillips, a 6-foot-5, 250-pound defensive end, visited Kansas’ campus last weekend.
